Rezoning (change of land use)
In short: Rezoning is the approval of a new plan that changes the permitted use of land - for example from agriculture to housing or from housing to commerce. It is the core of a land developer's work.

Rezoning is the moment land "receives" a new use. It happens only through a plan approved by the planning institutions, so it takes time, costs money and is not guaranteed.
The professional explanation
The developer (or landowner) submits a plan through an architect and consultants (traffic, environment, appraisal, infrastructure). It is heard by the local and district committees according to their powers; large residential sites may take the Vatmal track.
After the deposit decision the plan is published for objections (usually 60 days). Objectors may be neighbours, public bodies or landowners. After hearing objections the plan is approved, rejected or approved with conditions.
Approval creates "betterment" and the local committee collects a betterment levy on realisation. A reparcelation plan and allocations for public needs are usually required as well.

A developer united three adjoining agricultural parcel owners in the Sharon into one residential plan. Part of the area was expropriated for roads and public space, but the rights on the remainder turned the parcels into building plots.

How long does rezoning take?
From a few years to more than a decade, depending on plan size, approving body, objections and infrastructure. No date is guaranteed.
Who can initiate rezoning?
A landowner, a developer holding rights or an agreement with the owners, the municipality and the state. Local committee powers are limited; substantive rezoning is usually a district committee matter.
